Error description

• SHRLEVEL needs to be carried over from the Full Function DBRC
  information and there should be an option to change sharelvl
  from default.

  Since HALDB Toolkit does not set SHARELVL parameter in INIT.DB
  DBRC statement during ISPF CONVERT processing, SHARELVL cannot
  be carried over from the Full Function DBRC.
  
  In addition, this APAR fixes the following problems:
   1. ABENDS0C4 can occur after issuing error traces under ISPF
      user interface.
   2. When ICOFF(Y) is specified, CHANGE.DBDS with ICOFF for DBRC
      is not issued.
   3. When PARTSEL(IHCPSEL0) for HALDB is specified, an incorrect
      partitioning scheme can be created.
  

Problem conclusion

• Code has been changed to fix the issues described in this APAR.
