Error description

• IMS restart failed. Message: DFS3423E RESOURCE ERROR TYPE=PDIR
  SERVICE=  RC=00000008 NAME=xxxxxxxx MODULE=DFSRTR00 (where
  xxxxxxxx is transaction name) .  A program is deleted
  successfully in OLC environment even though the Transaction
  definition still exists. A program definition is successfully
  deleted from MODBLKS in OLC environment even though the
  associated transaction definition still exists.
