Error description

• There is an exposure when Query Monitor is monitoring many DB2s
  that can cause an internal overlay that results in an SA78
  ABEND.
  Symptoms include:
  DB2 QUERY MONITOR TTXTW SUBTASK ABEND
  AB/S0A78 System abend code: 0A78
  PRCS/00000010 Abend reason code: 00000010
  

Local fix

• Split Query Monitor into 2 CQM subsystems monitoring no more
  than 8 DB2 ssids each.
