*                      incorrectly being flagged by an         *
*                      exception. (see                         *

* RECOMMENDATION: Apply provided service.                      *

The XML processing of Unicode characters in the discouraged
range was overly aggressive about triggering exceptions.

Problem conclusion

  • The runtime was changed to not issue an exception when Unicode
characters in the discouraged range are encounter during PARSE
and GENERATE.
