PI28735: ErrorDocument redirection for status code 414 (Request URI too long) does not work

Error description

Use of the ErrorDocument directive to redirect to an error
page for status code 414 does not work, though using the
directive with a hardcoded error message does work.

Local fix

None, unless hardcoded error message is an acceptable
workaround.

If httpd.conf has the following directive:
ErrorDocument 414 /html/error/error.html
then the browser does not show error.html when status code 414
is logged in the accesslog.  It instead shows the default
message for '414' status.
If the ErrorDocument statement is configured to use a
hardcoded error message such as the following:
ErrorDocument 414 "your_own_error_message"
then the browser does show the hardcoded error message.

Problem conclusion

The issue with the ErrorDocument handling for status code 414
has been resolved.
This fix is targeted for IBM HTTP Server fix packs:
- 7.0.0.37
- 8.0.0.11
- 8.5.5.5
