  The security FileUtility used the defaultCharset to write XML
  files, but the XML parser only probes for UTF-8 or UTF-16.  This
  causes encoding issues when parsing an XML file that contains
  non-ASCII characters.
  

Problem conclusion

• It is a bug in the security file untility code to write the XML
  file using the default charset. This has been corrected.    The
  fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.4.  Please refer to the Recommended Updates page for
