  This APAR addresses the following issues:
  1.Tools Base 1.5 does not ship with an Eclipse Shell and plugin
  for IMS Configuration Manager.
  2.Preconditioning in support of new function.

  1.Add support for the Tools Base 1.5 Functional Support
  Library-Enabled server.
  2.Add support for running in a z/OS Explorer Eclipse environment
  (users must downloaded the z/OS Explorer executable separately).
  3. Preconditioning in support of new function.
