Problem summary
USERS AFFECTED: Clients with SFS files being accessed concurrently via COBOL programs and TxSeries transactions may be affected by this issue. PROBLEM DESCRIPTION: Opening a SFS file for OUTPUT does a delete/create instead of empty. This caused increased CPU and elapsed time there by enlarging a window for errors in concurrent execution. The centre of the issue is concurrent execution (COBOL batch and CICS ONLINE), and timing window wherein a COBOL OPEN OUTPUT does a DELETE and then a CREATE. A CICS transaction can catch us between the DELETE and CREATE and fail.
Problem conclusion
SFS files opened for OUTPUT will now empty the file instead of doing a delete/create.
Temporary fix
