PI20691: PROVIDE FULL SUPPORT FOR DB2 LOAD DISCARD DATASETS

Error description

• Add full support for DB2 LOAD discard datasets. This includes
  the following:
  
  - The Loader should allow users to provide standard DB2 LOAD
  discard dataset(s). Currently the Loader will terminate with
  error messages when discard dataset(s) are specified in the LOAD
  JCL or in the LOAD control cards.
  
  - All discarded SYSREC records should be written to the discard
  dataset(s) in their original format (not in DB2 internal row
  format).
  
  - Records discarded by the Loader itself as well as records
  discarded by DB2 should be written to the discard dataset(s).
  
  - The DISCARDS limit specified by the user should be honored
  regardless of the source of the discards (DB2 or the Loader
  itself).
