Error description

For a WLOR routing rule, the routing destination contains:
server=x,server=y,cluster=mygsc

The ODR will load balance to servers x and y, but not to
the members of the GSC 'mygsc'.

Problem conclusion

The fix for this issue makes it so the On-Demand Router will
load-balance to generic server cluster members even if
individual server members are specified for load-balancing.
