Error description

• After installation of Rational Change 5.3.1 on any supported MS
  Windows version with a locale other than English (United
  States), Chinese or Japanese, the install log will show this
  error:
  'Failed to execute registry command, cannot read or write to
  registry.'
  and Rational Change 5.3.1 will not be listed under Control
  Panel > Programs and Features
  

Local fix

• Before installation:
  1)  open the installer directory
  ratl_chg_5.3.1_.tar/ratl_chgt_5.3.1_/change/windows/locale
  2) copy and paste the file resources_en_US within the same
  directory
  3)  rename this copy to resources_en_GB if using the English-GB
  locale or rename it according to the used locale.
  4)  start installation of Rational Change 5.3.1 as usual
