PI07617: DUPLICATED PROGRAM LOADS RESULTING IN UNNECESSARY CSA ALLOCATIONS

• Closed as program error.

Error description

• Certain CSA allocations should be performed once per master
  address space then shared by common collector products on other
  subsystems.
  This corrects an issue that could result in each monitored
  subsystem allocating its own (duplicated) storage despite the
  use of a common MASTER_PROCNAME.
