Error description

• The DB2 Administration Tool for z/OS' CM Batch job can fail with
  an IBM0451S  ONCODE=451  THE STORAGE CONDITION WAS RAISED. error
  when the available REGION is too small ( less than 100M for
  example ), this APAR will deliver code to improve the messaging
  in these situations.
  

Local fix

• Rerun the job with more REGION available.
