Error description

• The following exceptions occur when attempting to use the DB2
  Type 2 driver with a Liberty JVMSERVER using Java 17 (Semeru):
  
  com.ibm.db2.jcc.am.SqlException: Failure in loading native
  library db2jcct2zos4_64, java.lang.UnsatisfiedLinkError:
  Can't load db2jcct2zos4_64:  ERRORCODE=-4472, SQLSTATE=null

Problem summary

  CICS TS JDBC feature (cicsts:jdbc-1.0) can no longer update the
  java.library.path at Liberty startup when using Java 17 - hence
  load of the JDBC native code fails. This is a restriction of the
  Java 17 reference specification.
  

Problem conclusion

• CICS code is updated to update LIBPATH before starting the JVM
  if com.ibm.cics.jvmserver.wlp.jdbc.driver.location and
  autoconfigure=true is set in the JVM profile.
