    a character position of the receiving field, but rather to the
    number of bytes.

    *                      the correct index. 2. The ON OVERFLOW   *
    *                      and NOT ON OVERFLOW phrases were not    *
    *                      executed appropriately. 3. UTF-8        *
    *                      figurative constant senders and         *
    *                      delimiters did not function correctly.  *
    *                      4. Multi-byte UTF-8 code points were    *
    *                      not                                     *
    *                      handled correctly. 5. Incorrect output  *
    *                      may appear in the unused bytes of UTF-8 *
    *                      fixed character length PIC U(n) items.  *
