    In some scenarios, the Partitioned attribute may be added to
    cookies that do not contain the â??SameSite=Noneâ?? attribute.
    For
    example, if sessionâ??s CookiePartitioned configuration is set
    to strict, and channelâ??s sameSitePartitioned configuration is
    set to all (via the wildcard), then the session cookie would
    contain both â??Partitionedâ?? and â??SameSite=Strictâ??.
    The code was updated to avoid adding Partitioned to cookies
    that do not contain â??SameSite=Noneâ??.
    Note that this bug is harmless and should not impact the
    behavior. Browsers would ignore the Partitioned attribute
    since cookies would only be shared in cross-site requests if
    â??SameSite=Noneâ?? was set.
