• On Cognos Analytics 11.1.7, a user change can an object
  permission when they already have Read, Execute, Traverse, Set
  Policy.
  On Cognos Analytics 11.2.4, a user with the same permission
  cannot change an object's permissions. They need to have Write
  permission as well.
