PH60578: After PH50302 et al, compile performance improved for some programs but got worse for others

Error description

• An earlier improvement to compile times for programs with a
  large number of repetitive paragraph PERFORMS unintentionally
  caused the compile times for some other programs to get much
  worse.

  statements, some analysis done by the optimizer may take a long
  time to complete.
  

Problem conclusion

• The compiler was fixed to tune that analysis when a program
  contains a large number PERFORM statements.
