Error description

• IMS Online Reorganization Facility occasionally fails with
  message
  HRF01551E Another ORF job already running for DBD dbdname
  when the status of RECON1 is SPARE and multiple ORF jobs for the
  same database run simultaneously on different systems.

  This problem occurs when the following conditions are met:
  - The DFSMDA member for RECON data sets are dummy entries
  - The status of DBRC RECON1 is SPARE
  - Multiple ORF jobs for the same database run simultaneously
    on different systems
  
  When the DFSMDA members for RECON data sets are dummy entries,
  ORF obtains the data set names of RECON data sets by using
  DBRC API. The name of the obtained RECON1 data set is used as
  RNAME of ENQ. But when the above conditions are met, there is a
  case that proper status of RECON1 is not reflected in the result
  of DBRC API. When it occurs, the field of RECON1 status is
  UNAVAILABLE and the field of RECON1 data set name is blank.
  In this case, ORF set a blank data as the RECON1 data set name
  in RNAME of ENQ. As a result, ORF job conflict occurs and
  one job issues the message HRF01551E and terminates with U0999.
  

Problem conclusion

• Code has been changed to use RECON2 data set name as RNAME of
  ENQ when the name of the obtained RECON1 data set is blank.
