PH59779: FOREIGN KEY NOT RECREATED AFTER IMPLICIT DROP VIA OBJECT COMPARE

Error description

• When a primary key is dropped and recreated, it implicitly drops
  the foreign key but does not generate a create for the foreign
  key. This is incorrect as the source contains the foreign key
  that is being dropped.

  When a compare results in the primary key being recreated for
  a table, the resulting foreign key is dropped but not recreated.
  Compare must ensure that the affected foreign key is
  recreated if it exists on the source.
