PH59686: SQL GENERATION AND PERFORMANCE IS UNEXPECTED FOR DMR WHEN ALL LEVEL IS USED IN CONJUNCTION WITH FILTERS

Error description

• In a DMR model where filters are implemented in the regular
  dimensions and a query uses the all level from the hierarchy
  from those dimensions, XQE generates unnecessary queries that
  would never return any data by doing every combination of
  filters across the dimensions (all based on the same underlying
  table) which causes poor performance and unnecessary processing
  on the DB and CA. If the filters are implemented in the model
  query subjects instead, then the filters are dropped altogether.
