Error description

• An ABEND 0C4-11 during a policy pushdown of a BLOCKING policy.
  In some situations, an 0C4-11 may occur after pushing a blocking
  policy from the Guardium UI
  

Local fix

• The workaround for this problem is to disable the blocking
  policy.
