Error description

  • An alias of IBM3TBY for the COBOL back end IGYQCBE was
    unintentionally shipped with the COBOL compiler. This alias is
    intended for internal testing purposes only.
    
    If the COBOL 6.4 compiler (earlier versions are unaffected) is
    ahead of the PL/I 5.3 (or earlier) compiler in the search order,
    then when PL/I tries to load its back end IBM3TBY it will emit
        IBM1936I S Invocation of compiler backend ended abnormally.
    and
        Unable to load phase: IBM3TBY: region may be too small
    messages. This is because these PL/I compilers are AMODE(31) and
    thus can't load the AMODE(64) COBOL back end via the IBM3TBY
    alias, not because the region is too small.
    
    PL/I 6.1 is AMODE(64), so it will load and run with the back end
    from the COBOL library (as the back end is common code), it's
    just that you may not get the intended back end version.
    

Local fix

  • Move the PL/I compiler ahead of the COBOL compiler in the search
    order.
