There are seemingly a number of ways bin/envvars can be inadvertently deleted, including one unknown way that is happening for new installations.
Problem conclusion
bin/apachectl was updated to print an error when bin/envvars is absent. This update will only be present on new installations a bin/apachectl is not serviceable. The fix for this APAR is targeted for inclusion in IBM HTTP Server fix packs 8.5.5.25 and 9.0.5.18.
