  On panel ADB21KSE, when a user tries to execute the EXPLAIN
  command, an error "The selected SQL statement cannot be
  performed dynamically" occurs.

  * PROBLEM DESCRIPTION: On panel ADB21KSE, the EXPLAIN command  *
  *                      fails on valid SQL with the following   *
  *                      error message:                          *
  *                                                              *
  *                      "The selected SQL statement             *
  *                      cannot be performed dynamically."       *
  ****************************************************************
  When an SQL statement on panel ADB21KSE has a non-blank
  character in column 72, it could be read incorrectly. This
  misreading causes the EXPLAIN command to fail.
