APAR status

  • Closed as program error.

Error description

  • When using  Africa/Cairo and Daylight saving time (DST) has been
    restored and used in Egypt from end of April. The problem is
    that the ICU shipped with WebSphere (WAS 8.5.5.23) still
    continues to use EET (UTC+2) and not EEST (UTC+3)
    

Local fix

  • Temporarily using "Europe/Athens" in the JVM property to get the
    right time.

    WebSphere Application Server includes the open source
    component ICU4J (International Components for Unicode for Java)
    which contains a time zone database.
    As governing bodies around the world change rules related to
    time zones, time zone boundaries, UTC-offsets and daylight
    saving time, the time zone database in the ICU4J library needs
    to be updated. This allows WebSphere Application Server to
    access the correct local time.
    The database used by ICU4J is maintained by IANA ( Internet
    Assigned Numbers Authority - https://www.iana.org/time-zones ).
    

Problem conclusion

  • This APAR updates the ICU4J time zone database to version
    2023a. No source code is updated.  Only the time zone tables
    are updated.
    
    The fix for this APAR is targeted for inclusion in fix pack
    8.5.5.24 and 9.0.5.17. For more information, see 'Recommended
