Error description

• New functionality was added to the Fast Apply process to allow
  the work to be passed to DSNTEP4 if an issue occurs during the
  parse phase. This will allow the  incoming statements
  (including statements  not supported by Fast Apply except
  SELECTs) to be passed to the general executor and continue the
  work without issues. The functionality will be called
  automatically in case of an issue and it does not impact regular
  runs. If the customer wants to turn off this functionality, they
  can use a new keyword FSPONLY in the PARM parameter for Fast
  Apply step.
  Also, in this APAR the overall performance of Fast Apply was
  improved. Some of the base logic involved into reading an
  processing SQL statements was improved
