PH51532: REMOVING MQ LIBRARIES IN SAME ENVIRONMENT AS THE EGL RUNTIME RESULTS IN MCH3401 ERRORS

Error description

• Client logins calling the IBM I backend subsequently throw
  errors eg:
  Message ID . . . . . . : MCH3401 Severity
  Message . . . . : Cannot resolve to object QMQM. Type and
  Subtype X'0401'
  Authority X'0000'.
  Cause . . . . . : Either a system pointer or a data pointer can
  not be resolved.
  
  Steps to reproduce:
  1. Remove MQ Libraries from the system
  2. Generate a cobol program from an EGL program that does not
  have any MQ, which generates and compiles without an error
  3. Run this COBOL program and the job fails with "Service
  program LIBMQM not found."
  
  This is a build issue for the QEGL library where the service
  program QVGNHS has a dependency on LIBMQM.
