  *                      2- Event Publishing gets stuck without  *
  *                      errors                                  *

  1- Q Capture could not call dynamic function "ucnv_openCCSID"
  because the program is built with the downlevel ICU header
  files.
  2- When message_codepage in ibmqrep_sendqueues is 0, QCapture
  loops without errors.
  

Problem conclusion

• 1- The build script is updated to use the ICU 5.8 header files.
  2- Q Capture is changed to handle message_codepage=0 in
  ibmqrep_sendqueues as message_codepage=NULL, which will be
  defaulted to 1208.
  ASNCLP was not updated.
