Error description

• While implementing the PTF UI80961, Few customers who don't
  have MQ components in their system getting error to implement
  the PTF. Facing issues while linking the components CSOMQI &
  CSOCMQI.

Problem summary

  *                 2022.                                        *

  * PROBLEM DESCRIPTION: COBOL Runtime PTF UI80961 can not be    *
  *                      applied as it is failing to linking of  *
  *                      module CSOMQI.                          *

  * RECOMMENDATION: Apply the APAR PH49440 which provides a      *
  *                 STUB program ELASBT12 to mock the MQ         *
  *                 Functionality and avoids the link issue for  *
  *                 the customers who don't have MQ in their     *
  *                 environment.                                 *
