PH49365: Erroneously declaring WHEN-COMPILED as an intrinsic function in the repository paragraph produces two IGYDS0287-E messages

Error description

• Given there is both a special register and a function called
  WHEN-COMPILED that have different values, allowing WHEN-COMPILED
  to be declared an intrinsic function in the repository paragraph
  would change the behavior of programs using WHEN-COMPILED
  without a FUNCTION introducer. The compiler diagnoses this usage
  with
  
  IGYDS0287-E "WHEN-COMPILED" was specified in the "FUNCTION"
          phrase of the "REPOSITORY" paragraph, but the keyword
          "FUNCTION" is always required for function
          "WHEN-COMPILED". "WHEN-COMPILED" was discarded from the
          "FUNCTION" phrase.

• Correct the program by removing the definition of WHEN-COMPILED
  from the repository
