Error description

• When running a change,  the table space is started with RW
  before the UNIQUE INDEX is created. This may cause data to be
  put into the table that does not adhere to the Unique Index
  restrictions.  The table space should be started after all the
  creates and alters are done.

  Compare is being used to make changes, including creating a
  unique index.   When this change is run, a START DATABASE
  command puts the table space in RW access before the unique
  index is created, which might result in rows being added that
  are not unique.
