PH47917: TRANSACTION QUALIFIED OTMA ROUTING RULES NOT BEHAVING AS EXPECTED

Error description

• When a transaction name is less that 8 characters and is the
  only data in the OTMA appl section and is not blank delimited
  then validation code may mistakenly identify an invalid
  character in the name.
  
  If this occurs the transaction name is not available when
  processing routing rules.
