Error description

• Improve usability of REST Service panel ADB21RS:
  
  
  1. Ensure columns "Contoken", "Created Timestamp", and "Altered
  Timestamp" display full field length and not scrollable since
  the values are always fixed length (never variable in length).
  
  
  2. Increase scrollable field length of column "Version" from 8
  to now 22 characters.

  This APAR improves the usability of panel ADB21RS 'REST
  Services' with the following updates:
  
  1. The "Contoken", "Created Timestamp", and "Altered Timestamp"
  columns display the full field length and are no longer
  scrollable, because the values are always fixed length (never
  variable in length).
  
  2. The scrollable field length of the "Version" column is
  increased from 8 to 22 characters.
