  are met:
  - IMS Index Builder and IMS HP Pointer Checker run under the IMS
    Reorganization Expert
  - The IMS Reorganization Expert runs with DBRC=YES
  - DBRC=NO is defined in the DFSIDEF0

  ABEND0C4 occurs in FABPANAL when all the following conditions
  are met:
   - IMS Index Builder and IMS HP Pointer Checker run under
     the IMS Reorganization Expert
   - The IMS Reorganization Expert runs with DBRC=YES
   - DBRC=NO is defined in the DFSIDEF0
  

Problem conclusion

• IIUBINIT has been modified to not override the SCDSMMS1
  in case of the IMS Index Builder is running under the IMS
  Reorganization Expert.
