Error description

• Creating a new drill through after deleting an older Drill
  through fails with a "DUPLICATE DRILL THROUGH NAME" message. The
  expected outcome is that deleting a tab with a drill through
  should completely delete any traces of the drill through in the
  report spec so that when a new drill through is being defined,
  it creates the drill through without any duplicate error
  messages popping up.
