Error description

• Loop in LIBVEC table due to corruption. Some of the LIBVEC
  entries are set up properly, but others are not.

Problem summary

  * PROBLEM DESCRIPTION: A transaction hangs as soon as it       *
  *                      starts and does not progress.           *
  *                      It might lead to an AICA abend          *
  *                      under CICS.                             *

  When COBOL Runtime initializes the COBOL library vector (LIBVEC)
   for Runtime option ALL31(ON) and ALL31(OFF),
  the LIBVEC for ALL31(ON) is initialized incorrectly in such a
  way that some of entry point addresses in the LIBVEC point
  back to LIBVEC. Therefore, branching into the entry point

Problem conclusion

• COBOL Runtime has been enhanced to complete the LIBVEC
  initialization correctly by serializing the process for
  ALL31(ON) and ALL31(OFF).
