PH45270: Higher CPU with COBOL 5+ runtime calling COBOL from assembler in RTEREUS environment

Error description

• The COBOL 5+ runtime has higher CPU consumption than the earlier
  runtime when calling COBOL modules from assembler in an RTEREUS
  vs a NORTEREUS environment.
