  If the compiler sees an EVALUATE statement, or an IF statement
  comparing one data item to multiple constant values, and the
  data item being EVALUATEd or compared has a known value, the
  compiler simplifies the EVALUATE or compares by getting rid of
  the paths that can't be taken, and then, if there is only one
  path, turning the EVALUATE or comparisons into a single goto.
  If the EVALUATE or comparisons are within a paragraph that is
  PERFORMed, it's possible that EVALUATE or comparison statement
  is itself unreachable and may be removed as part of the compiler
   removing the unreachable branches. If this happens, the
   EVALUATE or comparison doesn't exist when the compiler tries to
    convert it to a single goto, so such a transformation isn't
    possible. The compiler asserts when this impossible state is
    detected.
  

Problem conclusion

• The compiler was fixed to no longer attempt to convert the
  EVALUATE or comparisons into a single goto if the EVALUATE or
  comparisons were removed.
