  * PROBLEM DESCRIPTION: This APAR provides new function to      *
  *                      Workflows and Workflow Editor.          *

  This APAR delivers new function to Workflows and Workflow
  Editor.
  The following new features have been added to z/OSMF Workflows
  task:
  1.Support workflow user to create a workflow instance with the
  workflow definition file which contains signed runAsUser step.
  2.Support step owner to perform the fully signed step
  automatically, the step will be executed under runAsUser
  credential during workflow automation.
  
  The following new features have been added to z/OSMF Workflow
  Editor task:
  1.Workflow Editor is enhanced to support specifying signers who
  can sign the runAsUser step.
  2.Workflow Editor is enhanced to support signers to sign
  runAsUser steps.
  3.Workflow Editor is enhanced to improve usability of editor by
  maintaining and updating external workflow entity files
  specified in workflow definition. Workflow editor can preserve
  the file type entity if its reference is not a nested reference
  within another entity file.
