  Issue #1:
  When the CRE line command is entered on panel ADB21RS
  'REST Services', the following dialog error occurs:
  ISRE116
  Severe error
  Data ID specified in EDIT or VIEW service is undefined.
  Current dialog statement:
  
  EDIT DATAID(DID) PANEL(ADB2PRED)
  
  Issue #2:
  Each BIND PLAN statement from the IBM Tools Customizer generated
  job ADBPLANS is missing a description of the plan name and where
  it is used.
