PH41773: S0C4 IN VARIOUS RECOVERY ROUTINES ACCESSING KEY 0 STORAGE IN KEY 7

Error description

• S0C4 abends thrown in various recovery routines from trying to
  access the SDWA whilst in storage key 7.
  
  The problem may result in MQ latches not being released, which
  may result in abnormal QMGR termination with reason 6C6-00E8011D
  or 6C6-00E8012D.
  
  The problem may result in a 5C6-00E50003 abend when trying to
  obtain the GPVTPLTH latch.
  
  The problem may result in a 5C6-00E50001 abend in CSQ3IDES while
  trying to obtain the AMGSLTCH latch.
  
  Affected modules:
  csqsgmn, csqspurs, csqsrsup, csqsterm, csqsvpl
