Error description
The CHINIT is hung while a TCB is waiting for the attached repository manager TCB to end. The TCB shows that it is paused in an IEAVXFR call from CSQXONCP. The code is in the process of allocating a new 16MB cluster cache block and has transferred control to the long-running monitor task in CSQIONCB. At the same time it appears the MSTR is running low on memory because of a CSQY220I message. A CSQX059E message is also issued because it is unable to increase the cluster cache. This results in the wrong pause element token (PET) being released.

The IEAVRLS call uses a constant to decide which PET to release. The constant that is used causes the same PET to be released every time (a QMGR caller in this case). This results in CHINIT callers of CSQIONCB to never be resumed and consequently be left in a hung state.
Problem conclusion
CSQIONCB has been changed to ensure the correct caller is always resumed.
