Error description
You are running CICS TS 5.5 with the fix for APAR PH21816 applied. You attempt to shutdown the region issuing CEMT P SHUT from a console. The region continues to run, with no indication of shutting down. In the log, there is no message: DFHTM1715 product is being quiesced by userid .... Reviewing a dump taken at the time of the hang, the DM domain indicates: CICS was operational when this dump was taken and no domains had started to quiesce. Found a CEMT task associated with a console terminal. Looking in TCP=2 at this console, verified its TIOA contained the CEMT P SHUTDOWN command. The CEMT shutdown task first attempts to shutdown LU 6.2 connections. A CLS1 task was attached to issue CNOS to zero for a connection xxxx. This connection was not in a good state- was in FREEING status. This caused the ClS1 task to hang forever in an 'ALLOCATE xxxx' wait, preventing the shutdown process from proceeding. Additional symptoms: KIXREVACC change number of sessions lu62 lu6.2 DFHZC3477 forceclose VTAM ACBDFHEIPSH

Problem summary
**************************************************************** * USERS AFFECTED: All CICS users with APAR PH21816 applied. * **************************************************************** * PROBLEM DESCRIPTION: CEMT PERFORM SHUTDOWN hangs when an * * LU62 CONNECTION had previously lost * * contact with the partner but had not * * been fully released. * **************************************************************** Following loss of contact over LU62, a CONNECTION with parallel SESSIONs is not fully released because some of the SESSIONs have tasks associated with them. CEMT P SHUT is issued and, because of a change made by APAR PH21816, DFHEIPSH checks if the primary contention winner session for the SNASVCMG modegroup is unbound for any CONNECTION that has not been released. As this is true, CICS then attempts to send a Change Number of Sessions (CNOS) request to the partner to set the parallel session number to zero. The SNASVCMG primary winner SESSION terminated abnormally when contact with the partner was lost and it is not possible to acquire it. However, as the CONNECTION is not fully released, CICS suspends the ALLOCATE for another SESSION. CICS shutdown then hangs because no SESSION ever becomes available.
Problem conclusion
UI71609 UI71610 UI71611 DFHEIPSH is changed so that there is no attempt to issue a CNOS to zero if the LU62 primary contention winner SESSION for the SNASVCMG modegroup has the TCTEPSA flag set, showing that it is unbound because it previously abended. The tasks associated with the SESSIONs are purged by CESD (the shutdown assist transaction) and the CONNECTION is RELEASED. CICS then terminates normally.
