PH40718: DFH7286I MESSAGE IS NOT WRITTEN WHEN USING 'DISALLOW CSD' IN DFHAPIR

Obtain the fix for this APAR.

APAR status

• Closed as program error.

Error description

• If there is DFHAPIR in  SYS1.PARMLIB with 'DISALLOW CSD' and a
  prog using for example
  EXEC CICS CSD INQUIREGROUP GROUP('X1234567')
  
  we expect the CICS 7.3.0 COMMAND LANGUAGE TRANSLATOR end with
  RC 12,
  but it ended with RC 0 and no DFH7286I message is written.

  *                      application programs doesn't work when  *
  *                      using the stand-alone translator.       *

  DFHAPIR can be used successfully to restrict the use of CICS
  application programming commands within application programs,
  but restrictions for CICS system programming commands ( SPI )
  are ignored because DFHEIM06 inspects the wrong copy of
  DFHEITBS.
  

Problem conclusion

• DFHEIM06 has been changed to inspect the correct copy of
  DFHEITBS.
