  1- IBMQREP_CAPMON.CURRENT_LOG_TIME shows 1970-....
  2- Q Apply with NMI_ENABLE=Y may leak memory when processing
  NMI client disconnect, potentially leading to out of memory
  condition ASN0543E when NMI client continuously
  connect/disconnect.
  3- HIPERSPACE is no longer supported in Capture after
  installing ph36439 and the HS invocation parameter should be
  removed.
  4- SQL Apply used to wrong upper limit when replicating data
  for event based subscription.
  

Problem conclusion

• 1- Capture is changed to initialize the _lastCommitTimeRead_ to
  zero.
  2- Q Apply memory leak is fixed.
  3- ignore HS invocation parameter for Q/SQL Capture
  4- SQL Apply is changed to correctly calculate the upperlimit
  for event based subscription
  ASNCLP was not updated.
