APAR status

• Closed as program error.

Error description

• During initialization of the CICS region there are multiple
  attempts by CKAM to start the MQMONITOR. One of the starts is
  successful and the other starts fail as the monitor was already
  started resulting in the DFHMQ0125 message.
  
  
  The trace in the dump shows that the multiple starts are due
  to delays related to switching to the RO TCB to load modules as
  CICS is initializing and each LLACOPY is taking 1-2 seconds.  In
  total, the delays add up to over 30 seconds (for the first
  start) and previous fixes in this area (for DFHMQ0125 messages)
  did not account for such extremely long delays.

  If the process of starting MQMonitors during CICS startup is
  delayed, this can cause the WLMHealth Health checker to retry
  the start if the MQMonitor specifies a transaction of CKTI.
  This may result in message DFHMQ0125 being issued.
  

Problem conclusion

• Changes have been made to CICS/MQ code to prevent WLMHealth
  retrying the start of an MQMonitor which is already underway
  but may have been delayed.
