PH38473: VERTICAL AND HORIZONTAL SCROLL BARS ARE CAUSING ODD BEHAVIOR ON THE ACTIVITY DIAGRAM

• Closed as program error.

Error description

• Validated that the vertical and horizontal scroll bars are
  causing odd behavior on their diagram. Below are the details of
  what was done and observe to possibly fix the issue:
  - tried scaling the diagram and dragging/scrolling down the
  partition to see if it will get rid of the scroll bar but to no
  avail
  - when scrolling, it moves the diagram lines making the whole
  model look messy
  - dragging/scrolling down keeps the partition expanding & it
  adds unnecessary spaces. this is odd because what is expected is
  for the scrolling to stop where the diagram ends but it just
  keeps on expanding.
  - tried to tweak the settings on Preferences (Modeling > UML
  Diagram > Activity) to see if it will help but there's no
  difference made
