PH38298: LIBERTY 21.0.0.3 ISSUES FFDC AT STARTUP IN CICS 5.3 21/06/24 PTF PECHANGE

Error description

• After applying PH33137 to upgrade CICS Liberty to 21.0.0.3 the
  following messages are issued and FFDC is captured when starting
  a Liberty JVMSERVER.
  
  CWWKF0002E: A bundle could not be found for
     com.ibm.cics.jta.util/0.0.0.
  
  FFDC1015I: An FFDC Incident has been created:
     "java.lang.IllegalArgumentException: Missing bundles:
     [com.ibm.cics.jta.util/0.0.0@../../../../lib/com.ibm.cics.jta
     .util.jar] com.ibm.ws.kernel.feature.internal.FeatureManager
     checkInstallStatus"

  * PROBLEM DESCRIPTION: Liberty JVMSERVER disables immediately. *
  ****************************************************************
  A Liberty JVMSERVER is enabled after applying PH33137.  Liberty
  starts the cicsts:core-1.0 feature and an attempt is made to
  load lib/com.ibm.cics.wlp.jta.jar but this was deleted by
  UI75836.  The following message is written to messages.log and
  an FFDC captured:
  
  CWWKF0002E: A bundle could not be found for
     com.ibm.cics.jta.util/0.0.0.
  
  The Liberty JVMSERVER may disable immediately with an AJVM abend
  for exception "Unexpected Router function: 20" with message
  DFHSJ1004 issued.
