PH37681: COMPILER FAILURE WHEN COMPILING JCL PROGRAM ON AD

• Closed as program error.

Error description

• When building a project, it completes with no error, however,
  some JCL's are missing from Analyze Client Graphs and Reports.
  Checking the 'Failure.log' file under the project's Log folder
  a few messages are informing that the JCL Parser/Compiler
  failed as below:

Problem summary

• JCL compiler - fails to compile when a symbol is resolved to an
  empty string
  

Problem conclusion

• fixed with code changes - related to how the JCL compiler
  identifies symbols and assigns values to them, as in the case
  of a data set name coded as a symbolic parameter(e.g.DSN =
  &xxxxxxxx), where the 'xxxxxxxx' parameter has no default value
  inside the procedure or the procedure is called without a value
  for that 'xxxxxxxx' parameter.
